POLICE RULES

This rulset goes through how to conduct yourself as a Police Officer.

Recognition

Your character's name will always be on show.

  • As a police officer it's worth noting that your name will show publicly, regardless of the recognition system.
  • This means that everybody will know your name and rank, at all times. For example 'Senior Officer Ali Rajesh'

Abuse of Position

Don't get mad when people are mean to you.

  • Do not abuse your position by arresting people you don’t like. This is the 1970’s, and police may be subject to verbal abuse.

Objects

Don't spawn in objects at random.

  • Police may have access to items like barriers or tape etc. Do not spawn these in at inappropriate tines.
  • If you are caught doing this you may get blacklisted from the PD going forward.

Loadout

Police items and weaponry

  • Do not hand out equipment from the police loadout to random civilians
  • We have measures in place to counteract this, but anyone attempting this will be punished.

Arrests & Use of Force

Think arrest.

  • Cops must always aim for an arrest if they can, don't just execute perpetrators.
  • Verbal commands and de-escalation where reasonable and possible.
  • This is the 1970's after all. Police reserve the right to use non-lethal force such as fists or clubs, but do not beat players to death for no reason. Hitting players may have RP repercussions.

Crime Scenes

Must be real

  • You may not set up fake crime scenes.
  • Speak to staff if a fake body or crime scene is needed for training purposes.

Alt Characters

No cross contamination

  • Cops are prohibited from investigating other characters that they own. I.e If John Doe is being investigated for murder and that character belongs to you.
  • This also includes perma death. If your character is killed, you cannot investigate the murder on your police character.

Police Knowledge

The information trail.

  • Police may only act on information their character has obtained IC.
  • Being in the police force does not mean your character automatically knows about crimes, suspects, mob activity or other official investigations.
  • Information posted in the LSPD Police Discord is considered IC.
  • Any information obtained from OOC channels or the main Commission Discord cannot be used for IC purposes.

Warrants & Property Searches

Bust the door down.

  • Police may only search building and houses if a warrant has been authorized by a judge (or senior staff). You may not walk around the city smashing open doors and searching for evidence.
  • Without a warrant they may only search a building if they have PROBABLE CAUSE. This means there has to be reasonable suspicion to enter a building.
  • If a warrant is executed and you are inside the building being raided at the time, you may be arrested in the process.
  • Police reserve the right to take any evidence during the raid. This may be used against the legal owner of the building.

Police Chases

Pull over.

  • Police reserve the right to pull over people they believe to be suspects. Players may not open fire on police for standard traffic stop. This will be considered RDM.
  • If a player chooses to speed away, this is considered an escalation within the RP and the police handling the situation reserve the right to give chase.
  • Police may shoot out the wheels of the speeding vehicle but are prohibited from killing the suspects unless a firefight ensues.
  • Officers may use meneuvers and drive at high speed, but they must have their sirens and lights flashing. Officers are not allowed to drive on the pavements, this will be considered VDM.
  • The use of roadblocks and tire spikes are encouraged to stop suspects. If a suspect yields then the police must arrest them, even if they previously engaged in a firefight.

Communication

Is this thing on?

  • Police radio is designed as an IC tool for communication. If police need backup or to relay information they can use the radio. The pager is also an option.
  • Police players may also use discord IC channels to relay information, however in game functionality is encouraged.
  • All information should be obtained within IC means. For example if a cop and a suspect are currently in an RP scenario and a third party posts an image in an OOC channel neither party can use that information.
  • If your character is incapacitated or dead, the radio may still come through. Any information obtained whilst you are downed is considered metagame.

ARREST & JAILING RULES

This rulset goes through what to do with arresting and jailing players. Both of these interactions are RP based and mostly covered in the Police SOP, there are a few things to keep in mind.

Arresting Players

  • If you are arrested by a police officer you must participate in the roleplay.
  • If you believe you were arrested as part of failrp or meta game then please call for staff, but wait until there is at least a lull in the RP, if you can.

Jail Times & Charges

  • As a cop, you cannot make up charges to increase someones jail time. For example if someone is charged with battery, you cannot ADD them attempted murder to increase the time, you must formally charge them with the crime.
    • You can give them lesser charges, as this is considered an RP action but will have RP repercussions.

Searches

Run them pockets

  • Police reserve the right to search players when they are arrested.
  • This does not mean that cops are allowed to go around searching people without a valid RP reason.
If police find something suspicous they can and will confiscate it and add charges to your arrest.
    Police can confiscate your legal items, as this is considered an RP action but they cannot strip your entire inventory for personal gain. Items such as food, clothing are not to be taken without lawful reasoning.

Detaining

Let me go!

  • From the moment a suspect arrives at the station, a cop has a maximum of 20 minutes to process, charge and jail a suspect.
  • Holding a playe rfor longer without active, continuous interrogating RP is treated as FailRP.
  • If a player asks for a lawyer, they can be held in a holding cell, for as long as it takes for a lawyer to arrive.
  • Cops may not log off or go for long AFK breaks during detainment. If they need to leave then the suspect must be handed over to another officer.

Criminal Record & Jailing

In you go

  • When you are arrested, Police are expected to take your fingerprints, add you to the system and jail you. If a step is missed here then it is considered a failure in their SOP.
  • When charges are assigned, there is predefined amount of time per charge. Multiple charges means more time. Cops are NOT allowed to add additional charges to give you extra time.

DIRTY COPS & CORRUPTION

This rulset goes through what you can and cannot do, if you want to take your cop character down a criminal path.

Character Limitation

The

  • Corrupt cops are allowed within TC but a few things need to be considered.
  • You CANNOT use your police corruption to benefit the family of one of your other characters..
  • For example, you cannot provide information to the Capone Family, if you have a character in the same family.

Information / Actions

Below is what you can do to be corrupt.

  • Pocket of a family - You can allign yourself with a crime family. They can pay you for internal police information, lighter sentences for their guys
  • Bribes - You can openly take bribes to let people off for crimes. You can also use force to ask for more. An example of this is arresting someone in an alley when nobody is around. He offers you $2,000 to let him go. You give him a slap because the offer is too low.
  • Falsifying records - When someone is arrested a dirty cop could choose to not take someones fingerprints or miss certain charges from the arrest record.

High Command

The golden boys.

  • High command police characters and people in government are restricted from being corrupt.
  • This is to ensure fairness and remove metagame bias.

Evidence Tampering

Put that back, sir.

  • Corrupt police can tamper with evidence but only with approval from upper administration. If a corrupt cop simply wipes out an evidence locker to dump guns or contraband, for personal gain or to benefit someone else - you will be banned.
  • However, you may withheld evidence. If you collect evidence at a scene or you are given evidence before it is processed, what you do with that is entirely within your own RP.

Concequences

We found the rat.

  • If your corrupt cop is exposed in character you mush accept the IC consequences (firing, trial, long term prison sentence or even a permanant death).
  • You cannot delete the character or jump to an alt to avoid an ongoing IC investigation. Your corruption, and the investigation around it creates rich RP for others, not just yourself.

UNDERCOVER

This rulset explains how to operate undercover.

Undercover

Donnie Brasco.

  • You can only go undercover if you are in the Detectives Bureau and the head of the Bureau gives you permission
  • You cannot be bias to any specific mob at detective level. If you go undercover in a mob you must investigate as required.
  • Before you go undercover a Senior staff member will change your name and job so that you can go undercover without being known.
  • If you are discovered to be undercover, the mob can have you perma-killed.

Bugging

There's someone on the line.

  • As a detective or cop you cannot bug random payphones.
  • The placement of bugs must be signed off by either the Chief of Police or the Head of the Detectives Bureau. Anybody found placing bugs without permission for metagame reasons will be removed from the LSPD and will be banned.
  • Any information obtained by a properly placed bug is considered IC information and can be relayed to others.
